COPENHAGEN, Denmark (AP) — Swedish power utility Vattenfall said Tuesday it is considering building at least two new small nuclear reactors to deal with a projected rise in electricity consumption over the coming decades.

Sweden initially had aimed to phase out nuclear power generation — which currently supplies about 40% of its needs — by 2010. But in 2009 lawmakers decided to allow replacement of existing reactors with new ones, and opinion polls show that most Swedes agree.

Scottish First Minister Nicola Sturgeon is set to deliver a statement setting out how she believes a new referendum on Scottish independence could be held. Scottish voters rejected independence in a 2014 referendum, with 55% of voters saying they wanted to remain part of the United Kingdom. Sturgeon leads the Scottish National Party and the devolved government in Scotland. She has said her party’s success in local elections last year gives her a mandate for a fresh referendum, and she wants a new vote to take place before the end of 2023. That would need a green light from the U.K.-wide government of Prime Minister Boris Johnson, who opposes a new referendum and has said the issue was settled in the 2014 vote.

Forty-six people have been found dead after being abandoned in a tractor-trailer on a remote back road in Texas. It's the latest tragedy to claim the lives of migrants smuggled across the border from Mexico to the U.S. Sixteen people were hospitalized, including four children. San Antonio Police Chief William McManus said a city worker was alerted to the situation by a cry for help shortly before 6 p.m. Monday. Fire Chief Charles Hood says those taken to hospitals were hot to the touch and dehydrated, and no water was found in the trailer. The home countries of all of the migrants and how long they were abandoned on the side of the road were not immediately known, but officials say some were from Mexico, Guatemala and Honduras.

Farmers are protesting around the Netherlands as lawmakers vote on proposals to slash emissions of damaging pollutants. The plan will likely force farmers to cut their livestock herds or stop work altogether. The government says emissions of nitrogen oxide and ammonia, which livestock produce, must be drastically reduced close to nature areas that are part of a network of protected habitats for endangered plants and wildlife stretching across the 27-nation European Union. As tractors gathered Tuesday outside the parliament building, Prime Minister Mark Rutte said farmers have the right to protest but not to break the law.

NATO Secretary-General Jens Stoltenberg says Russia’s invasion of Ukraine has sparked a “fundamental shift” in the alliance's approach to defense. Stoltenberg said Tuesday that member states will have to boost their military spending in "a more dangerous and unpredictable word.” He spoke as U.S. President Joe Biden and other NATO leaders began to arrive in Madrid for a summit. The leaders are united in their support for Ukraine. But there are differences elsewhere. Turkey is blocking a bid by Sweden and Finland to join the alliance. The Turkish government is citing issues around Kurdish groups it considers terrorist. Stoltenberg said he hoped there would be progress on the issue in Madrid.

In a statement on Tuesday, the EU drug regulator noted that the vaccine, known as Imvanex in Europe but sold as Jynneos in the U.S., is already cleared for use against monkeypox by American regulators. In Europe, the vaccine is only authorized in adults for the prevention of smallpox, which is related to monkeypox.

Human Rights Office is the highest yet estimate of conflict-related civilian deaths in the country. Syria's conflict began with anti-government protests that broke out in March 2011 in different parts of Syria, demanding democratic reforms following Arab Spring protests across the Middle East. However, it quickly turned into a full-blown civil war that has killed hundreds of thousands and destroyed large parts of the country.
